Sales revenue is the first criteria you get evaluated on. You are required to have generated at least $1000 in sales and/or sold 100 items for the previous three months. You have to meet an annual requirement of 12,000 in sales and/or 1,200 items sold in the previous twelve months.
Your feedback score is an important factor that could decide whether you get accepted or not. Your feed back score has to be 98% out of 100 or more. If it is lower you will not get in. Also you must have a score of 4.5 or higher in each of the detailed seller ratings.
If you do not comply with some of eBay's policies you will be able to be a part of the ebay power selling program. They check your activities for the previous months. Eligibility is reviewed each month. If you are on the edge of the previous statistics you could spend some months as a power seller and some as not one.
